Public Procurement of Aerial Photography and Laser Scanning: Incentives, Quality, and Lessons from NMCAs

Introduction
National Mapping and Cadastral Authorities (NMCAs) across Europe regularly procure aerial photography and laser scanning services to support national geospatial data infrastructures. While procurement practices have evolved over time, tender documents have also become increasingly complex, often limiting flexibility and innovation despite best intentions to simplify them. This online workshop aims to step back and reflect on current procurement practices.
The workshop will open with an introductory presentation by Juha Kareinen from NLS, Finland, based on the results of a recent survey, highlighting key challenges and observations from recent procurement rounds.
Building on this introduction, the workshop will facilitate an open discussion among NMCAs, focusing on practical experiences and best practices related to key questions, including, but not limited to, the following topics:
● the use of bonus and incentive clauses,
● penalty and sanction mechanisms,
● quality criteria assessed during the tendering phase,
● methods for ensuring that final deliveries meet the specified quality requirements.
The goal of the workshop is to share experiences, identify alternative approaches, and encourage fresh thinking on how public procurement processes can better support quality, efficiency, and innovation in aerial imaging and laser scanning services.
